Leicester City had a £1.5m bid for the 21-year-old, who has two years left on his contract, turned down in January and Celtic will need to offer upwards of that sum to have a realistic chance of landing him.
Stewart moved to Hull from Old Trafford, where he failed to make the first-team, having previously been on loan with the Championship club. He was named in an England Under-21 squad but is also eligible to play for Scotland through his mother.
Craig Levein is keen to recruit the player, who represented England from Under-17 to Under-20 level, and playing for Celtic could strengthen the chances of him switching allegiances.
Stewart made 32 club appearances, scoring twice, last season as Hull finished just outside the play-offs in eighth place.
